To be considered the best in the world you do need to play in the CL regularly. Trent is on his 3rd season performing in the CL while Periera plays for Leicester (no disrespect).

Also at 26 he has 7 caps for Portugal. Is he backup to Cedric at international level?

Its scary how thin the talent on the ground is as premier league clubs spend more and more on ready made talent to maintain PL status.

Strange comment considering the amount of kids being used. At Arsenal alone we have Saka, Martinelli, Guendouzi, Willock, Nketiah, Nelson and Smith-Rowe who have all started PL games this season (48 starts between them).
Chelsea have a lot of starts for youngsters too, while the rest have a few.

I'd take Pereira at Liverpool if we didn't have Trent. He's a good player but Trent has already accomplished and proven more in his short career and playing in the CL is a part of that. Of course its not a requisite to be the best in your position but if you look atbyhe best players they're always in the Champions league. A player who is the best in his position almost always gets snapped up by a Champions League club. Because of this, playing in the CL can be seen as a barometer.

Overall, I wouldn't say Pereira has not been a much sought after player as a world class player would be tbh and there's reasons for that.

Whilst I am not sure that I agree that Pereria is better than TAA, to say that you have to be playing in the CL to be considered the best in your position doesn't make sense to me.

I'd say not just play but actually prove yourself with consistently good performances in the elite competition should be important.

Well if you are in the PL but not the CL, then you are playing against 4 CL teams anyway. So that is possibly 8 games per season. Then possibly a cup game or two. Then there is the fact that a lot of other teams in the PL are better than a lot of the team that qualify for the CL. I really don't think you have to be playing/performing in the CL to be considered the best in your position. If you are performing at a really high level in the PL (including against the best) then that for me is a good enough barometer.

Shearer hardly did and was considered a top level player.
Not sure why you are bringing in uefa cup and cup winners cup games. Uefa cup for example in 98/99 newcastle qualified but finished 13th in the league.

Shearer is proof of this. He is a unique situation and an exception to the rule.

Most players who get anywhere near Shearer levels always end up at CL clubs and Shearer himself was close to joining CL clubs a few times, no?
