He was sir Alex’s assistant, I think we can assume he’s pretty good...
Just under a year ago he was hailed as the messiah on here, so I agree with Bloodred. No one knows how good or bad he is.
Again, nobody knows how good or bad he is with any certainty.
I would hope he would be a useful. An experienced head to complement Ole, Carrick, McKenna.

No idea but I imagine he has an understanding of the club that Ole wanted. I’m sure there are far more talented coaches out there who could be a big help to the actual footballing side of things but I think that isn’t really Phelans main role, more so McKenna and Carrick.
