Think their definition of winger makes it very British biased, otherwise you would have Messi, Stoichkov, Cruyff etc in there

Haven’t read the list but typical wingers have died out in modern football due to the rise of 3-man midfields and a desire to dominate possession.
The likes of Messi, Ronaldo, Robben, Mbappe & Neymar just aren’t wingers in any true sense.
The best pure winger of all-time is Garrincha.
According to those who saw him play, he’s the best dribbler of all-time. He won 2 World Cup titles back-to-back: the only superstar to ever achieve this. He won the Golden Ball at the second World Cup win, which Brazil won without Pelé. Brazil never lost a game when Garrincha & Pelé played on the same team.

Brazil had brilliant players in most positions and were a joy to watch up to the early eighties.
Jinky for me but daresay there are a few others. Lots of wingers can't take grief like Jimmy Johnstone did and still get at you. Gareth Bale for a while was pretty special recently.
I always thought Tom Finney was better than Matthews. George was the best of all
George had genius but he never toed the line so Jinky bests him for that reason.
A winger is a dribbler that crosses, a provider if you like. Inside forwards are different; they start by dribbling but then look to shoot.

None of the were even close to Jinky.

The newspaper article in the OP put him ahead of Best and Giggs.
Apart from Garrincha, the others you mention weren't wingers.
