They're taking on significantly less risk when it comes to unpredictably pushing a bunch of kids through their academy; - by simply poaching raw talent that is just on the cusp of greatness. With all the financial and footballing upside that comes with this model.
The only part of this model that baffles me is the wages. I've heard figures ranging from £40-60k a week for Bellingham. For a 16-year old.
I can see why all the hotshot kids want to go there.

considering we are apparently offering greenwood a new contract on £40k a week - and we are one of the worst overpayers in world football - that does look like nuts.

Quite a few clubs will sell projects like these to promising kids and their parents, only to park them on the bench or loan them out across Europe for half a decade.
Dortmund have proven time and time again that their kids will get their fair share of playing time.
Then comes the tricky part of settling down. Dortmund have taken kids from all over Europe, and from as far as North and South America, and successfully kept them on the straight and narrow. With a clear view of their role at the club, and a proven path towards much bigger clubs later on.
Their media department is also very good at hyping up their kids and raising their profile for the transfer market later on.
A much more attractive offer than playing in the odd League Cup game at United for the next 4 years.

Fair enough. But as I said, his future options at Dortmund seem to be much more open than he'd get at United at the moment.

the path to a clear first team place at united looks tougher for sure, though perhaps the question isn't "does he displace pogba/bruno", but more "is he better than fred/mctominay". and for sure that's a much lower bar to clear.
but greenwood debuted as a 16 year old, and has nailed down a starting place at 18, whilst rashford was favoured over our £75m striker as a 21 year old, so there are clearly proper opportunities for the right young players at united (think greenwood rather than chong).

It seems to me that there are several factors involved here.
Dortmund have no interest in offering players a long career at the same club, as we did with Charlton, Giggs, Scholes, et al.
Their business model, as has been pointed out, is to buy the best young talent, offering them first team football and high wages, with the promise of a lucrative transfer after a few years, e.g. Jadon Sancho. Erling Haaland will be the same, and, no doubt, Bellingham too, in time.
Whilst, as fans, we value loyalty, Dortmund place greater worth on the sell on profit from young players.
That is how they operate as a business.
We shouldn't forget the modern day influence of agents, of course, who derive a profitable living from multiple transfers of the same players. This is what Raiola has been trying to engineer with Paul Pogba.
From United's point of view, it does mean that, as with Sancho, we are able to buy proven players, experienced in first team, competitive football, at a later date, though admittedly at much greater cost.
Dortmund have really pulled out all the stops. Skysports have just shown a clip of some Dortmund players in club colours singing a rendition of "Hey Jude".
For a 16-year old breakout talent joining them from a Championship club.
Who knows what else they did behind the scenes to turn his head? Can't compete with that.
So how much are we going to pay for him in 2 years time?
£85m is the going rate, more if he's any good.
