I'd say that's more a calculated pisztake of a poorly designed rule (although the rule does come from the right place, just needs refining).
They don't want those loanees representing the first team atm.
All that said, we probably are stupid enough to sign Costa, we've made very similar signings in Willian, Welbeck and Silvestre although hopefully the morons that sanctioned those are long gone

Don't think he has any real power Arteta seems to have the final word. That's what happened when Edu tried to sign Emerson Royal from Barcelona and Arteta said no. Arteta got that one right Tomyasiu has proven to be a much better player and cheaper.
Gonna be another Willian. Avoid
I would take him until the end of the season on reasonable wages. Would be a decent, experienced backup for Lacazette. Definitely wouldn't be looking to keep him past the summer. He's had his time in the sun, and he also seems like the kind of player to unsettle the dressing room, which is exactly what we don't need.
