People are overstating how average he is. He had a poor season but a lot of that you could argue is down to injuries. 20/21 season he was pretty decent. Think a lot of people are judging him on his England performances which isn’t really fair considering for decades England have failed to find a consistently well performing CM.
It’s his England performances that have enhanced his reputation.
He was often complete shiiiiiiit for Leeds when they were getting the run around by everyone in their first season back up as well, and he only started in 28 prem games.
The bloke has played under half of season of good games in the premier league. City will have their uses for him, but he’s a limited player that hasn’t proven he’s capable of performing consistently at club level.
Reminds me of when Chelsea signed Sidwell.
Probably signed to comply with the home grown rule.
I'm sensing the consensus is he's not going to be a revelation.
I'd be interested to hear City fans' thoughts. Happy? Underwhelmed? City don't buy many duds these days.

He’s a cracking player and Pro will use him wisely over four competitions.
Don’t look at his recent performances - he’s been injured and for England he is far better in tandem with Rice!

Fernandinho is 37. He's certainly not going to give as many high-octane minutes as he would have a decade ago.
From a squad building point of view Phillips is a good signing especially with th5 sub rule as he can be brought on to assist in the control of games and give our other CMs a rest.
Our window goes from good to perfect if Cucurella comes in
Haaland = 51 million
Alvarez = 14 million
Phillips = 42 million
Cucurella = 45 million???
Out Torres = 62 million
Jesus = 45 million
