It just seems that Spurs in the Levy era were involved in a lot of speculative transfers, hit and hope, were the players were not accessed thoroughly, seem to have more failures than most clubs

It's tough to come into the Prem from a different league, especially when you're coming into a team that are seemingly not exactly leaning into your strengths.
I'd probably use him primarily in Europe to get used to the team around him and ease him into the league games. I think once you have less injured forward players (if that ever happens) and Frank perhaps plays more expansively, you'd also see more out of him.
You can't take passengers at this level but I think it's wrong to write him off when things aren't really in place for him to succeed just yet.

Ideally, we'd have Maddison, Kulusevski and Xavi all able to play in that role and the newcomer to the league would have time to settle and be introduced.
Unfortunately, almost all our creative requirements are on him and Kudus so we cannot just rest him in the PL.
Personally, I would like to see us persist with him at 10 but as a possible fall back, have him at LW and coming inside. That would be massively helped by having Udogie back, a natural left footer to give that option on the outside. With Spence & Xavi it's all right-footers and we just don't work that side of the pitch well enough.

What's this nonsense about Kane being slow to break into form in the PL.
He had a patchy loan era but most of that was lower level.
It was Sherwood who gave him starts at the end of the 2013/14 season and he scored 3 in 6 games.
Along came Poch who did not play him in the PL straight away but then when he did there was no looking back and he still managed to bag 20 plus goals.

Looks like he is low on confidence, he obviously has ability but seems too lightweight for the PL at the moment.
It is way too early to write him off, he needs to be given the season at least, I can think of plenty who has slow first seasons in the PL and went on to become top players.
