Lets be honest, you ask where this decline is, but you haven't been a dominant force in domestic football throughout the majority of the PL era, unlike beforehand when you were, hence its not unfair to say you've declined.

Not finishing 1st doesn't mean we are in decline.
Our average position since the 92 season is 4.6.
Between 92-99 it was 4.875.
Between 00-10 it was 4
Between 00-08 it was 3.4.
Between 09-10(two seasons) it was 6.5
We have actually been improving since the inception of the Premier League and we've only been declining since the 09-10 season. And we've already turned a corner.

You're not very clever are you?
If you finish first and then second the following season you have declined.
If you finish first, then second, forth, third, fifth, second etc etc. you are not on the decline for years as suggested.
If say Bolton won the league in 1930, got relegated battle their way back to the Premier league after 70 years out, then finish 10th, 9th, 4th, 3rd, 5th, 2nd, 5th 3rd, 7th are they in decline every year since 1930?
it's an exaggerrated example but it might sink in this way.

No one said you've been in decline every year, but if you compare the Liverpool of old to Liverpool now... No brainer.
