If Chelsea win the Europa League and qualify for the Champions League or Europa League through their Premier placing, will this create an extra Europa League place for 6th position?

No, however we may get an extra place due to the fair play league. Sadly for you this could go to Liverpool of all teams!

Sadly (for you lot) the fair play league does not seem to take into account retrospective action.

No only 5th will get a Europa league spot. An extra place goes to fair play, England may get that spot but add it stands Liverpool would get it.
