With Chelsea nailed on to finish third (especially if they beat spurs on Wednesday), how would this effect our transfer plans in the following scenarios:
1) if we finish 4th would the board want us to see the outcome of our qualification rounds before giving Wenger the go ahead to go on a spending spree resulting in a similar panic spree of a few years ago when we signed 5 players on the last day of the window?
2) if we finish 5th what calibre of player would we then be able to attract (can't see the likes of Jovetic wanting to play in Europa league)

The only way I can see us spending big is if we don't qualify for the cl, otherwise it will be a usual summer (with 1 or 2 players in).

Liverpool managed to buy and keep hold of Suarez without being in the CL.
I wouldnt worry too much the type of player we can buy more so how many players we bring in because that CL money is a huge sum

Is that what OP asked?
1) neither of those will determine who Arsenal will buy. It depends upon number of high wage earners will leave at the end of the season. Let's hope Denilson, Arshavin , Chamakh and Bendtner are all gone.
2)City were in Europa when they signed few big players in 10/11 season.

Arsenal will need to invest serious money in next transfer window. Failure to do so will have long term
consequences on their finances eg sponsorship and
season tickets.
Arsenal's track record, finances and medium term prospects will make it attractive for most players including Jovetic.
Arsenal is frankly a serious step up from Fiorentina
and any suggestion that he would be guaranteed a
regular first team place at the so-called bigger clubs
is far less certain.
Fabregas who is on paper a bigger player went back
to Barcelona, but has not secured a regular starting
place in team. Leaving aside DNA was that his best
option?
