Next season I think Man Utd will still be very good, I don't think it was all about Ferguson unfortunately.
Man City massively underperformed under Mancini last season and I cannot see that happening again under Pellegrini.
Chelsea have the return of the Special One and I do think that makes a big difference.
All of these clubs can easily outspend us - it's going to be very tough indeed in my opinion - let's hope Wenger buys well and buys big this time...
Return of the Special One makes it harder..

I only speculate TBOK. But I do feel I am right.

Couple of things wrong with your statement Jenius:
"Wenger has already said he would be in for Rooney if he became available."
Wenger says a lot about a lot of players, but rarely buys them. In fact the only player Wenger has bought after publically declaring he "likes" them is Chamakh.
"If Rooney does become available, Man Utd may prefer to sell to us because they don't consider us a threat at the moment."
What United want to do is only half the matter. The other half is what the player wants. Why would he want to move to Arsenal? Chelsea are rich, in London and have a great new manager. There ambition is boundless and looking to invest to win trophies. I'd thought they would be favourites for his signature.

Stop all this Rooney talk, he's not coming to us and i dont want him too either.
IF we did somehow magically buy him, due to his cost and wages, he'll be the only player we buy this summer and that would be a waste.

Now, he didn't call himself as "special one"...

Unfortunately we can say that about every expensive player linked to us. Arsene has admired Rooney since he scored his first goal against Seaman all those years ago. There is no secret that Arsene likes Rooney from youth levels at Everton. It was rumoured that we were willing to spend £18m on Rooney from Everton in 2003 and were simply out bid by united.

------------------------------
Players often prefer a challenge. Its not like Rooney hasn't won things before. As long as we can match wages, Rooney knows that achieving success at Arsenal will elevate him to legendary status. Like Henry. Man Utd fans have never put Rooney in that bracket because they were winning long before he joined them. Chelsea are smaller than us. They don't have the stadium nor the fans. But Chelsea can outspend us. I doubt Rooney wants to be another big name in a list of big names. Its the same reason why RVP turned down £300k a week offer from Man City to join Man Utd for £200k a week.
Now if you suggest Rooney would prefer to move to Barca or Madrid, I wouldn't ague your point. However Rooney has never shown any desire to move abroad even though there have been plenty of opportunities and offers from Real Madrid.

I read somewhere earlier that Wenger is ready to smash our wage budget and offer him £175,000 p/week and a big signing on fee to make up for the wage cut.
