United confirmed a first offer last Monday and executive vice-chairman Ed Woodward left their pre-season tour to carry out urgent transfer business.
"As I understand it, Ed had a response [to the first bid]," said Moyes at a press conference in Yokohama.
"We have made a second offer but Ed is dealing with it rather than me."
Looks like Barca said they want more money when rejectign their first bid.

Fabregas will only move if Barcelona tell him that he is surplus to requirements. At the moment there is no indication that is the case.
The appointment of manager will also be a factor. A
new manager would be daft to offload a player in his
prime.
Then you have to factor in Arsenal's reaction. I don't believe that Fabregas is a priority this season, because Wenger has stated already that he does not expect him to leave.
However, if he come onto market I do think that Wenger will exercise option. I am doubtful that Fabregas will consider Man Utd at moment more attractive than Arsenal. The former has a major need for rebuild in both defence and midfield.
Fabregas is different from Van Persie. For a start I don't think that he is a mercenary. He did not leave us
for money.
Whilst VP may claim that he left for trophies I think
that money was also a major consideration and VP has never shown any sentimentality towards Arsenal
whereas Fabregas has.
We shall see what transpires. My view is that they got lucky last season in winning EPL, but are unlikely to
repeat this with current squad with or without Fabregas.

One reason? Barca accept a bid and arsenal don't invoke the buy back clause- meaning both barca and arsenal don't want him.
If I was wenger, I'd forget any gentlemans agreement and get Fabregas for £25m.

Yea.....we got lucky winning at the Etihad, Anfield and Stamford bridge as well as draws at Arsenal and Spurs all in the same season.
The bitterness towards United in this country holds no bounds. We got lucky? Yea right.
