When Bergkamp signed 3 months later he was on about £20-£25k a week and was highest paid player in PL.
It was the beginning of Bosman, so wages were on a sharp increase.
As far as I know Helder came in with a healthy wage. I would guess somewhere between £5k and £7k a week.

As soon as the ball leaves the goal line, no goal. That's why the refs force the keeper to stay on the line during a shootout

The ball is alive until the ref deems it dead. The taker is only allowed one kick, but the ball can come forward from the goal frame or the keeper and bounce back in and be a legal goal.
The refs force the keeper to stay on the line so as to not narrow the angle and make the save easier.

The penalty is completed when the referee say so and that happens when the ball loses the momentum imparted to it by the kick, a goal is scored, its goes wide or comes back into play with no hope of the ball crossing over the goal line.
