Basically Arsenal always get seed 1. Which means they get an easy draw against seed 2,3 and 4 teams. So only potentially one tough team. They need to finish second to make last 16, should be easy enough when you have 2 easy teams. Then they go out. as soon as they meet a big team. Only beat one top seed in knockout stages in ten years, AC Milan.
They are still consider a top seed team, even though they lose to other top seed teams every year, because they beat easy teams and make last 16 but it gives them enough points to retain "top seed" status, giving them another easy draw this year.
It should be weighted. There should more points on offer for lower seed teams beating higher seed teams. Celtic beating Barca should have gained them more. Borrussia Dortmund were seed 4 last year, beating Real Madrid and City along the way. They should have earned loads of points last year.

In the past 5 seasons malaga picked up 22 points and celtic 34.5 yet malaga are above celtic, its a joke just to keep the big guns an easy route.
I do think you should get more points for beating someone higher i.e celtic beating barca only earned the same points as Chelsea beating Norsjelland (sp)

rangers are not far behind celtic on the list
moral of the story is do better in europe and you will go up the chart and hence seeded in higher pots when draws are made

Why would it not work? Barca are at the top as they consistently beat teams at the top and the bottom of the spectrum, that is why they are top. If a team (say Celtic) were to be beating the top teams regularly, why should that not be better than Arsenal beating small teams but being beaten by the bigger ones. Surely that implies that Arsenal are just no very good.

arsenal are ahead of celtic because they have done far greater recently than celtic could ever hope
celtic simply don't deserve to be anywhere near the likes of arsenal in the rankings
arsenal have beaten big teams in knckout stages many more times than celtic could ever wish recently
the reality is celtic are just not very good hence they are down near rangers in the rankings
