Well if you read the ruling it states at the top that they only received the application form from Cellino last Wednesday. How can that be?

Or the FL - how could they investigate him if they haven't already received the paperwork for the actual OAD application?

The whole thing is an absolute mess and all three parties are to blame IMO.
