I don't think it has a duel meaning. It simply means to sacrifice, to struggle, like any everyday person would working 5 days a week, 9 till 5 or a student working night in night out to earn themselves an education. That type of sacrifice and struggle.

My understanding is that it means to struggle internally to live a 'proper' religious life. The second meaning being to to struggle physically/violently against oppressors.

The prophet of islam was actually asked the question,what is the best form of jihad and he answered very directly,those who slay and are slain for allah,there are other meanings as in struggle but killing for allah is the 'best' form of jihad.
