No. Rojo is registered as a Utd player. The permit he requires is for him to play games, which cam be issued any time not just in the transfer window. Not sure but I think Blind's medical is today.

Isn't someone from QPR having the same problem as Rojo?

He can be registered to be in our 25 man squad. but he need the permit to play games.
