To me it's pretty obvious what needs to be done.
Buy Cech and loan out Martinez.
Mertesacker needs to be replaced with a more mobile CB. Loan out Bellerin and get Jenkinson back in.
Flamini needs to be released, as does Diaby. Arteta is a squad player. Buy Cabaye and a proper fcking DM.
Release Rosicky then we should sell Podolski and loan out Gnabry (whenever he returns). Get Afobe back as a squad player and loan out Akpom.
That leaves us with

Look at that fcking squad depth. Just look at it. Even if you assume we have 5 first team injuries we have plenty of cover.
And before you ask which CB/DM I would buy.... I'm not a fckin scout, I don't get paid to go and watch players week in week out, so I don't know who we should get. But it certainly wouldn't cost more than £15m for a good CB and £20m for a good DM.

As soon as you let Rosicky go Cazorla will get injured.
Also Wenger will always squeeze Wilshere and Ramsey into the team before anybody else.

I personally think we should forget about upgrading our attacking options at the moment. Our defensive options need a massive update.
Cech - If he wants to leave and wants to remain in London we surely are massive favourites to get him.

I'd sell or allow the following to leave -
Diaby, Podolski, Rosicky, Mertersacker, Flamini, Coquelin,
In the big games plonk both Khedira and Cavalho in the middle as let the big team try and bully us.

A few flaws.
I see Chambers as more of a RB than CB right now. He will need time to develop as a CB.
Diaby. RIP
Pod and Campbell aren't on Wengers radar for some reason and Gnabry has disappeared.
Giroud isn't good enough and welbeck isn't setting the world on fire either, but I haven't lost all hope yet.
But we have Wenger in charge, so it doesn't matter what anyone thinks. He will probably just add another attacking midfielder.

We dont need another goalkeeper. Not our priority. We need defensive players.
When at one time we have all players available we have a pretty good squad.
