When Pacquiao had his blood taken for the Hatton fight, he never trained that day, because he felt weak.
All these blood tests disrupting training and in the couple weeks before before the fight, maybe several times would have taken it's toll.
This is what Floyd was selling Manny first time round.
But when Floyd actually had done his dodgy tests, they never took blood from 18 days out and they never disrupted his training.
