I have a solution that helps all parties. Liverpool hold out, but instead of sticking him in the reserves he can come to Oldham on a 2 year loan. Means he gets a move to Manchester and League 1 might knock some sense into him.

City aren't a direct rival, however if they falter (the spine has been aging and replacements of similar quality absent for years now) like United did we'd want to capitalise on it.
Even the 'best' sides falter at some point.

Idiots don't know that in this circumstance we hold all the cards, plane is taking off so they need to up the bid.
