Ref was a bit to eager to book Wales players in that game. Yes Ramsey handballed it but to miss the semi final for it was harsh from the ref. Sometimes when you swing your leg you need to use your arm as a counterweight so not as clear cut as the ref thought that it was a deliberate handball to gain an advantage. In a nothing position on the pitch as well.
