Whether it's discipline, technology or whatever, the football authorities are so far up their own backsides, that they find it impossible to conceive that the could learn from other sports, such as rugby, for instance.

Just what the game needed: more rules to be applied discriminately to the lesser teams. When they can get the basics right then maybe think about adding more.
