I always take transfer speculation with a pinch of salt. But this bit of gossip caught my eyes.
"But beyond offers such as the more than 140 million euros from Wenger's Arsenal, two teams are involved in the open war for Mbappe, Real Madrid and PSG."
£123.3m bid. Apparently Monaco would prefer not to sell to PSG. And Madrid say.
"Los Blancos, at the moment, have no place in their ultra-competitive squad to incorporate the player. " - Madrid want to wait.
"Vasilyev, vice president of Monaco (the president is his compatriot Dimitri Rybolovlev), logically, does not want its emerging star to end up signing for its biggest rival in the French championship. " - Monaco don't want to sell to PSG.
So will Monaco sell?
Quotes from Marca who have direct contact with Madrid's board.
Mbappe! New Bid?

Whilst I have no doubts that you have the funds that could pay for such an obscene amount of money, to use the Ozil fee as reasoning shows a complete lack of understanding of financial data and transfer fees.
===========
So we have the money.
We have shown we are prepared to go to the high levels of the market to get a player.
Yet you cannot use previous examples of going to the high levels of the market to show we can go to the high levels of the market again.
You shouldn't use the current world record fee as a ceiling. Growth in wealth and the current market mean there are many teams able to break the record fee if the right player is available. And Arsenal are one of those.

Why do you keep doing this to yourself. Don't understand it

In past few years we have spent £30m+ on Ozil, Alexis, Xhaka and Mustafi. How many £30m+ players have Spurs bought? I am not sure where the idea that we keep on falling for rumours without foundation comes from when you examine our recent spending. No one is suggesting that the deal is done. But its not out of the realms of possibility either when you read that Wenger has met with Mbappes father and the amounts quoted are from RIVAL bidders!

Don't forget Lacazette, J99.
If Monaco decided to accept £120m and Mbappe wanted Arsenal then the deal would be done.
I doubt those two things will both happen, but the idea that we wouldn't pay that much for someone like Mbappe is wrong.

Raising your hopes up over unrealistic dreams. Monaco don't need to sell Mbappe now. They sold Silva, Baka and possibly Mendy and Fabinho in this transfer window. Monaco president has always maintained that he won't sell Mbappe or Lemar in this transfer window. They will probably get more when Real Madrid comes calling for him next season or the season after.

When people talk about Arsenal it is as if time stopped in 2013. They still think we won't spend money, they still think we will sell our players on the cheap.

Its unrealistic dreams when we are unable or unwilling to spend the money. Arsenal have in the past pulled the wool over people's eyes often missing out on deals for £3m-£10m differences in valuation. I believe Wenger has signed his last contract which means he very much wants to go out with a bang. So why would he care to save money now?
Of course getting Monaco to agree is a very long shot. However you have to keep in mind that many times players might not develop. Its a physical sport and Monaco are only too aware of what happened to Falcao and we are of Walcott. So there maybe a change of hearts. No one believes there is more than a 20% chance of getting Mbappe. But its not impossible either.
