need to cut each half to 35-40 minute halves and the clock stops when the balls out of play simple as that. There'd be no issues then. Probably the most simplest thing to cut out controversy and its still not been done.

The average time the ball has been in play in Premier League matches this season is 55 minutes nine seconds.

Burnley's 2-1 Premier League victory over Cardiff in September saw the ball in play for only 42 minutes two seconds, the lowest mark since the start of the 2017-18 season.

What if you're winning the game then the opposition equalises after you've put a defensive player on, in the 91st minute? You then can't throw an attacker on for the last few minutes? Stupid idea.

Could be detrimental to teams throwing the dice in the last ten minutes. Think it's just going to lead to more conservative substitutions earlier in the game, with teams intent on wasting time finding other ways.

Why not just stop the clock and make sure injury time is exactly what it says on the board?

Stopping the clocks and reducing half length is the best solution IMO.

However, I believe such a decision can only be made at the international level ie. FIFA.

No local association can be allowed to alter the rules so drastically. It will have to be a worldwide thing IMO and that's nearly impossible because there will never be consensus that its a good move IMO.
