Yes he had a rough start at Liverpool, but he's come a long way. It's even more impressive if you look at his contemporaries who were rated alot higher back then:
Tom Cleverley
Jack Cork
Josh McEachran
Jack Rodwell
Jack Wilshere
James Ward-Prowse
Jack Grealish
Will Hughes

None of them have accomplished even close to what Henderson has done (or ever will in my opinion, even Jack G. and J.W.P)
