PL Rules for 2020/21

Glad we're going back to three subs. Can't see anything about water breaks.
____________

Premier League clubs have voted against continuing to allow five substitutions in a match for the 2020-21 season.

The rule was brought in when the 2019-20 top-flight season restarted in June, having been halted for three months because of the coronavirus pandemic.

For next season, the league will revert to three permitted substitutions, after the vote at a meeting on Thursday.

The Premier League said clubs had also "approved the implementation of VAR, in line with the full Fifa VAR protocol".

It comes after world governing body Fifa took on control for overseeing the video assistant referee system from the International Football Association Board (Ifab), the sport's lawmakers.

Part of the change will see an increase in referees using the pitchside monitors for goals, red cards and penalty kicks.

Also, if a goalkeeper's foot is over the line when he saves a penalty, then VAR will advise it is retaken, although this will not be the case if a spot-kick hits the post or goes over unless the goalkeeper has a material impact on the kick being missed.

Players who encroach in the area when a penalty is taken - and have a material impact on the outcome - will be judged by any part of their body that is on the ground when the kick is taken.

In terms of the extra substitutions, many members are believed to have felt having five was unfairly benefiting the major clubs, despite Fifa allowing the continued use of the rule if leagues wanted.

Fifa said the five-substitute rule can be used in competitions until August 2021, meaning the European Championships and Copa America can adopt it next summer.

The Premier League also voted for a maximum of seven substitutes on the bench.

Happy with the referees using pitchside monitors but think:

a) No slow motion should be permitted

b) There should in no way be an insinuation that if the referee is requested to watch the monitor then it implies they have made a mistake, as seemed to be the case at the WC.

Damn - just wrote a very similar article since I didn't see this one.

In the topic, I wasn't that bothered by the 5 sub rule. Wouldn't have had much to say either way if it was kept or scrapped.

Just to clarify - goalkeepers are only required to have one foot on the line when the penalty is kicked?

Does this mean that everyone is allowed to encroach and jump into the box as long as they are mid-air as the kick is being taken?

The Vfl Osnabrück keeper brought a player down and gave a pen away, got a yellow for his deeds, saved the pen and got sent off!..

That is crap, I've said a few times they have VAR here in the 2nd div, on saving the pen the VAR said he moved of his line before the ball was kicked!..

Yellow red followed, retaken pen, reserve keepers first job was picking the ball out of the net!.

Its true when you think sometimes it can be annoying!.

There was a game last season in the german league where a foul in the box was committed just before the half time whistle. The players left the pitch and went to the dressing rooms, meanwhile, VAR we're checking the late foul and decided it was a penalty, both sides had to come back out so that it may be taken

The VAR does need sorting out this season.

Well done to the best league in the world catching up with the rest of the world.

Let the ref on the pitch make the final decision!

It goes for offsides and fouls as well, the Video Assistant can call it back when he thinks something wasn't right, the same as he can instruct the Ref there was something he isn't to sure about and he should take a look himself!..

That Sheffield goal would have stood if he'd been allowed to do his job correctly, and he could have instructed the Ref to turn his feckin watch on!..
