IFAB have amended the handball law to ensure an accidental handball will only be punished if it occurs “immediately" before a goal is scored.
“It is not an offence if, after an accidental handball, the ball travels some distance (pass or dribble) and/or there are several passes before the goal or goal-scoring opportunity," read a statement from IFAB.
The handball rule was clarified last season to state that any goal scored or created with the use of the hand or arm will be disallowed – even if it is accidental. It does not consider intent by a player.
If the ball hits a player who has made their body “unnaturally bigger" then a foul will be awarded. IFAB determine that a hand/arm above shoulder height is rarely a “natural position" with some exceptions such as when a player is falling permitted.

Extra leeway will be permitted when it comes to ricocheted handballs when it comes off a nearby player of if they cannot see the ball.
The last paragraph tells us that Spurs have been in two successive games been penalised. Last week, the ball richoted up on to Matt Doherty`s arm, and penalty was wrongly given. This week Eric Dier had his back to the ball, so clearly could not see the ball. Two patently wrong decisions given by the referee, when he has the power to overturn both.
The handball rule is just about the stupidest rule I have ever seen in football, but if it is actually a rule, at least make sure it is administered by the referees properly. At the moment they are just hiding behind VAR, and getting key decisions hopelessly wrong.
I am usually quite upbeat on a Monday after the weekends football, forgetting the wins, draws, losses of the weekend, and ready for the week`s football ahead. But right now football is going in completely the wrong direction, and my love for the game is just about drained now. Stupid rules, no crowds. And it will get worse as it goes on.
Frankly I really don`t care much for the game anymore, it is dying on its feet with VAR as it stands. The authorities need to wake up before they kill our game forever.

There is nothing in the law which states extra leeway is giving to players who aren't looking, that is one article from the independent, notice no quotes of the law, just the writer saying it. Even if there was, it wouldn't have changed anything considering he had his arm in the air, above his head.

yeah, arguably our one against Southampton was more harsh as it was deflected onto the arm, just we put away chances so it didnt matter that day.
the free kick that led to the pen sums up modern football and refs though, Joelinton throwing himself and Hojbjerg taking him out, while the ref is looking the otherway, turns to see him on the floor so just guesses the foul. disgusting, decisions in this division will continue to cost teams value points and therefore money.
