In this scenario I would do the following;

Sell;

1. De Gea
2. Maguire
3. Lingard
4. Fred
5. Lindelof
6. Van de Beek

Should get close to a 100m for all of them. Add it to the 40m, spend on Ndidi and a CB (not 100% sure who).

Promote Garner, Shoretire and Hannibal to the senior squad.

Move Mason to number 9, Amad on the right and Rashford and Martial to compete for the LHS.

Surely Jones and Bailly have to go before our only two CBs who can stay fit?

Bailly I would keep

As good as Bailly is, id sell if we got a reasonable offer.
He sadly cannot be relied upon to be available often enough.

Get a quick CB good on the ball in to partner Maguire and work from there.

I don't think McTominay is cut out to be a DM. He's an all-action B2B who likes to get forward a bit.

Positions / roles are very rarely set in stone. Being asked to be a defensive midfielder doesn't mean he can't use his passing or even to get forward

No, but it might mean suppressing some of his better qualities and asking him to do things he’s not great at. In other words, changing him completely. I don’t think he’s ever going to be a top DM but is a very handy midfielder for the squad.

I disagree, but no matter. It’s only an opinion.
