There are clear and obvious differences in the role each club has played in the ESL. Both of the English clubs are said to have had their doubts even before the launch of the project.
Chelsea then became the first to announce their withdrawal and City the first to formally withdraw. Meantime, Madrid's president has and continues to be the visible head of the attempted breakaway, as he has refused to accept defeat.
He's acting as if the ESL is still a thing and sworn it will come back in a different form.
