Here are the Premier League all time statistics for the 6 ever present clubs in the PL era:
Penalties for:
Liverpool - 161
Man Utd - 158
Chelsea - 145
Arsenal - 133
Everton - 118
Spurs - 115
Others worthy of a mention Man City 127, Newcastle United 115
Penalties against:
Spurs - 127
Arsenal - 112
Everton - 111
Liverpool - 103
Chelsea - 74
Man Utd - 70
Others worthy of a mention Aston Villa 120, Newcastle 113, WHU 111
Difference between penalties for and against:
Man Utd +88
Chelsea +69
Liverpool +58
Arsenal +21
Everton +7
Spurs -12
So to summarize, unsurprisingly Man Utd have enjoyed the most fortune with penalty kicks, Chelsea come in second, and Pool well clear in third.
Surprising that Everton come in 5th, considering they have been mid table and lower for a large percentage of the PL era.
Spurs have conceded 12 more penalties than they have been awarded in the PL era, and out of all the ever present clubs, have conceded the most and been awarded the fewest penalty kicks.

Everton is the surprising one, they have been mid table or lower for most of the PL, have had some horrendous teams and yet they are 5th in the table.
You would expect the top 3 to be Man Utd, Arsenal and Chelsea, and Spurs being so far behind in 6th takes the pishh.

Apart from a few good years here and there Spurs are pretty vanilla though. Not very good, not very bad, they're probably just about where they should be.

I think Arsenal did actually suffer for a while from the Arsenal babies tag, refs didn’t want to be seen falling for their tippy tappy divey foreign nonsense.

Arsenal were mugged off by refs for loads of pens especially during the good times (Henry/Bergkamp,Freddie/Pires/Vieira era)
Pires went down cheaply against Portsmouth and that's all people bang on about yet plenty of English players did and continue to do exactly the same and get let off.
