Option 1: Spend big (transfer and wages) on 16 players and fill the rest with Academy talent.

Have a decent scouting network. A manager who knows how to use the squad and a board with ambition of actually winning something.

To be fair their net spend in the pl is impressive. Certainly something spurs could do.

Leicesters wage to turnover percentage is something crazy like 87% of turnover is spent on wages, I am sure I read somewhere it is the highest in the PL. Spurs on the other hand have the lowest with around 38% of turnover spent on wages.
This is part of the reason why we miss out on top players, Levy is not prepared to pay top level wages, or top level transfer fees for that matter.
