What is the point of those two, are they not responsible of bringing in players regardless of who the manager is. Until the structure fundamentally changes we won't be successful. #GlazersOut

Fletcher's job description appears to be providing miscellaneous support, including a bridge between academy and first team. Murtough is the most powerful figure in the backroom staff but still has way less power than a typical sporting director, and until the structure changes has less say on recruitment than the head coach.
Quite right that structure needs to be fixed.

Nothing really changing the same people just given different jobs, it's like telling awb, mate you've been rubbish at rb for 6months let's try u left wing it might work and if not there we'll give u some time up front

Murtough is essentially, head of football matters.
Fletcher is a coach / mentor / assistant to Murtough / bridge between academy and first team squad.
Ragnick is there to advise Arnold whilst he learns on the job.
