Rice has another year on his contract beyond this summer with a club option for an additional year.
Assuming they don’t get relegated, West Ham won’t really lose much value by keeping him through summer 2024. By that time, Casemiro will be 32.
Ideal long-term replacement for the Brazilian the summer after next?

No, but it’s the worst kept secret in football. And it’s the best time for them to sell him. He’s not going to sign a new contract and players eventually get their way at small clubs like West Ham.

Bellingham seems to be very canny about picking the moves that advance his career development best. Until recently, I'd have said avoiding United would be a pretty logical choice: a club with wealth-extracting owners, chaotic leadership and a track record of mis-profiling players and wasting their potential. It could be, however, that by the end of the season a different United has emerged, with a very clear sense of its footballing identity and the players it needs to take it forward, exciting sporting potential, and perhaps even new owners.
Competition for Bellingham will be fierce so I'm certainly not predicting we land him, but I do see some reasons why his historic coolness toward the idea of joining could be less of a factor.

I had no idea
I mean, I knew he wasn’t going to sign a new deal. Just guessed that West Ham would milk as much as they could from him (football-wise) until his value started to drop off as his contract ran under 12 months.
He won’t be short of suitors. There’ll surely be some kind of horrific bidding war if it’s happening this summer.

Maybe it’s a year early for United, but I expect all of Chelsea, Arsenal, Spurs, Liverpool, Newcastle and probably some of the top clubs on the continent would want Rice.

Problem is you risk upsetting the player. He’s there captain, it’s not good for the atmosphere of the club to refuse to sell when you just cannot match his ambitions. They’ve tried to do that and have failed spectacularly. He wants to win trophies and play in the CL, but they are backing battling relegation again.
