Could you seriously see Wayne Rooney getting sent off in that manner for Manchester United? The answer is no, because he'd know full well what he'd get when he returns to the dressing room.
The fact of the matter is that for too long now the England team hasn't been run by it's manager, it's been run by a certain clique of players who can do whatever they want and still be picked.
Your likes of Terry, Rooney, Lampard and Gerrard know that as long as they are injury free, they will walk into that squad regardless if they are out of form, have bad discipline or just don't suit the team's style of play.
Until England have a manager with steel, who will select a team based on form and discipline, you will always see these petulant problems and all round sub-standard team displays.

Rooney was in scorching hot form, and Capello has recently dropped Lampard to the bench.

To the bench? That's not good enough.
My point on Rooney was the discipline. Regardless of his form, SAF would have dropped him for what he did tonight if that was in a Utd shirt. That's why he's never petulant for Utd.

The reason why Rooney, Terry, Lampard, and Gerrard would walk into the team, is because they are much better than the potential replacements England have available to pick from.
When players like Gerrard are not available, you have players like Parker coming into the team, who I'm afraid is simply not good enough to play international football.
You can only imagine what Spain would have done to that midfield partnership of Barry and Parker.
