I think that comment is nonsense tbh.

Football comes in third behind baseball and sumo wrestling over here, so it maybe difficult to find a place to
watch the Cup Final.
My advice (for what it’s worth) would be to find an “international bar’and ask the bar person if it’s possible.
People in big cities like Tokyo tend to be more familiar with English than those in smaller places.
Not very confident you’ll be successful, but good luck anyway.

Can it not be purchased on LUTV if you cannot find a bar showing it? Just a thought, I don't know the answer.

There's a chain of 'British pubs' called HUB in Japan.

There are quite a few of them across Tokyo and I'd be surprised if they're not showing the football:
