Correct me if I'm wrong, but you seem to be arguing that the government should avoid investing in improving infrastructure and stimulating economic growth / job creation if there's any chance that private businesses might be among the beneficiaries? Even if they are also investing billions that will help realise the broader economic gains?

It’s just a very good thing, even if they were giving Utd the money, which they’re not. I’m not even sure how that could be up for debate.
So is Everton’s, and Bournemouth’s will be absolutely huge for the area, our sea side resorts are completely on their ass.
This country needs to get building, creating and producing asap. Get some money in some workers pockets. There will be 1000s of people who will manage to get regular work for a couple of years from this. It’s massive.
If you want to worry about public money, they just managed to find £9bn down the back of the sofa for some new murder submarines.

Neither is.
What will happen though is the government / local authorities will make a decision whether to spend tax payer money on the area around the proposed development in order to maximise the economical and social benefit of the project.
