This is far more nuanced, yes they have to accept some blame, but the police and stadium owners far more.

Not that it is in any way an excuse for the behavior at all. A lot of the Liverpool fans there still had the violence put on them the year before by the Roma Ultra's in their head, which will have contributed to a stupid revenge mentality. Attack, before getting attacked. Like I said, no excuse, but that sort of thing will have been on their minds.
The stadium however should never have been able to hold such an event. It failed multiple safety checks and was falling apart. Had it not been falling apart, that wall would not have collapsed.
The authorities didn't stop the overcrowding either.

Plus by all accounts it started with rocks being thrown at each other across the divide (pieces of the stadium actually), and escalated from there.

Exactly this (I was there)
The ground underneath everyone's feet was crumbling away into fist sized lumps of rock.
I don't know who started it (if that's even relevant) - the first thing I saw was both sets of fans (Ok, a minority of each) going hammer & tongs at each other
A lot of Liverpool fans were incensed that not only were Juve allocated one full end of the stadium, but also a good 20/30% of our end.
