If City had a water tight alibi against the charges should they have used it and stopped this? yeh, no doubt, if the league had solid evidence for the 115 charges should they have had this done and dusted a long time ago? yeh, no doubt.

I know you like to deal in only 100% water tight facts.
My suspicions is that the PL and City are "settling out of court" The PL with the tribunal report in their hands are striking a deal that is most palatable to both parties and that probably includes a delayed announcement, possible transfer ban from the end of this window onwards, a mega fine and may be some points off.
Just my thinking behind this ridiculous delay, and with the benefit of my many years experience at bar, or is that in the bar

They released the details more than an hour before they informed City, in their haste there were many examples of them even in the detail like claiming City refused to participate in the FA Cup in 2011 and 2012 - City won it in 2011 and were runners up in 2012 so that might have been one of the easier ones to defend.
If/when City are cleared of most/all of the charges, there's likely to be a huge claim for reputational damage, people who are much more ITK than me are saying that might be what's being negotiated at the moment.
The elephant in the room is Arsenal. They seem to be the club that were pressuring the PL to press charges, now it seems they have been holding back on supplying financial information which is what the majority of City's charges are.
At the same time, City have changed the rules so that director loans are no longer exempt from PSR figures. Arsenal used a Director Loan to buy Declan Rice, the fact that this particular 'revenue stream' has been stopped probably explains why they have been so quiet in the transfer market this year.
It was reported that Arsenal had been secretly contacting the PL asking for the punishment for breaking certain rules to be increased, the PL told them to fek off and use the normal channels if they want to ask for rule changes/ammendments.
Like everyone else, I don't have access to the details of the charges in regards to the evidence, neither do I know what evidence has been produced in City's defence. However I do read a lot of articles on the subject and tend to believe sites like the Athletic and dismiss clickbait sites like the Mirror, Mail and countless other 'football sites'.
