To me his comments came across like he was heavily implying thats where the criticism comes from, without implicitly saying it.
It reads like classic grifter bad faith argument to me, make just enough of a reasonable point about something vaguely related (grass roots refs), then subtly point the finger elsewhere without outright saying it. That sort of attitude is IMO part of the reason the standard is so bad, because there's no looking intrinsically or taking any accountability.

Bad calls or good calls refs do get it wrong quite often, what isn't acceptable was Jose's behaviour after that game and the fans at the airport when his family were there, it is always ok to disagree with a call and say the ref was wrong and pash but there has to be a limit on it
