New Youth System

Has anyone read about this proposed change to youth systems?

I've briefly read articles on it but it seems that Premier League teams can pick up top youngsters for peanuts from anywhere around the country. There is meant to be a category rating? I don't know what we would be under but I can't see us competiting with Man Utd, Chelsea, etc in terms of finances.

Even putting the money part aside, imagine where we would be if Clyne, Watson, Morrison, Mullins, Soares, Williams, Zaha, Scannell, etc left the club when they were 16?
