13 isn't wagers. It's Dodder, as in the comedian Ken Dodds.

Ah you're probably right, fits with the sign of hesitation bit which wagers didn't. Least I knew wag is another word for comedian though.
Not really a forte of mine cryptic clues, but theres not much to do at work today.
