Man City refused to sell Shay Given and Craig Bellamy to another Premier League club last year and Man United stopped Gabriel Heinze moving to Liverpool.
Nasri signed a contract with Arsenal so any move is really upto Arsenal.
They could just as easily not pick Nasri for the remainder of his contract.
Arsenal have been stupid letting the contract get down to a year which means he can sign for another club for nothing in January and Arsenal can't do anything about it. So essentially Nasri can pick the club he wants to go to. If arsenal dont agree, he just waits it out for five months then signs on a Bosman and gets a huge signing on fee.
