The criteria set out for the franchises do a similar thing to promotion but with the added security to help develop the youngsters and not rely on Aging aussies. Give it time, Cru and Quins will come good, the signs are already there
i can see you do not work for the rfl do you great idea lets have 16 teams and bring back promotion and relegation but if the team to come up does not fit the criteria promote one that does then all teams will have a chance

In theory the salary cap should give every team an even playing field on day one of the season, so every team has an even chance of winning the league and therefore every team has an even chance of finishing bottom. This "levelling" of the playing field is essentially handicapping.
Club A, are being handicapped to what they spend on wages as they have more money than Club B beacuse they have a bigger fan base, and have as a business have been run better and have done more for the sport of rugby league in terms of attracting revenue and exposure of the game. If they both spent the same percentage of there turnover on players wages the odds off club A finishing above club B would be 1 in 50
So is it fair that club A and club B have even chances of being relegated on day one of the season, even tho Club A is clearly a bigger and better club at that point?
For the record i love the salary cap and would never want to got back to the days one team could buy the league, but i do belive the best and worst teams in the league cannot be soley decided on league position, so i would be unfair to relegate a team soley on league position

My feeling is that you do not build a sport from the top down but the bottom up, kids will play any game whether or not there is a big club attached to it. This is done through promoting the game as they have done succesfully in London.
Would that go if they cut the club, I don't really know.
Are the traditional clubs/areas out of Super League like Halifax, Whitehaven etc not having kids take up the game there due to being sacrificed to Quins etc. Not sure of that but perhaps.
Traditionally when you market your product you hold onto your current customer base and then try and attract new customers too, it would be considered suicidal to cut off part of your business.

Ever since the idiot box took over our game it can only be run with a salary cap and a criteria as far as I can see from afar.
We have never had relegation/promotion in the NRL but I can see how it would be exciting for the new clubs entering and the rivalry of the lower teams towards the end of the previous season would be fantastic, unfortunately I don't expect we will see it in R/L again with so much money involved in our game now, albeit a drop in the ocean compared to the premier league or American sports...cheers.
