Apparently Giggs was never eligible for the full England team even tho he capained at school boy level.
Wiki states eligibility at the schoolboy level depends solely upon the location of the school, in Giggs' case Moorside High School in Salford

I knew this...I think it's just always been such a shame Giggs was utterly wasted in a Wales side...when we were screaming out for a winger for years

I think it is pretty much common knowledge among most footy fans these days. There was always that story on the playground at school but Giggs put the record straight some years ago, that said it was still several years after his England School Boys days. He was eligible to play for England School Boys as he was educated in England.
Yeah. He said he was always going to play for Wales as he is Welsh. I think he may have been eligible at due to living in England, in much the same way Arteta is eligible, but he never intended to.
N'Zogbia was eligible for England until recently. Hoillet also could have played for England. As could Anichebe.
