They say their "mini-brain" can sense and respond to its environment.
Writing in the journal Neuron, Dr Brett Kagan, of the company Cortical Labs, claims to have created the first ''sentient'' lab-grown brain in a dish.
Other experts describe the work as ''exciting'' but say calling the brain cells sentient is going too far.
"We could find no better term to describe the device,'' Dr Kagan says. ''It is able to take in information from an external source, process it and then respond to it in real time."
China's ruling Communist Party is expected to hand a third five-year term to Xi Jinping, arguably the most powerful Chinese leader since Mao Zedong in the 1970s.
The decision - which comes after a two-term limit was abolished in 2018 - would further tighten his grip on China.
It is possible that Mr Xi, 69, will remain in power for the rest of his life.
The historic move is due at a Communist Party Congress in Beijing beginning on 16 October - one of the most important meetings in the party's history.

Manchester United Supporters' Trust say they will take legal action unless more away fans are allowed when the team plays at Chelsea later this month.
They want Hammersmith and Fulham Council to issue a new safety certificate to allow the full allocation of 2,994 travelling supporters.
United's allocation has been reduced to 2,370 because of policing concerns.
MUST said "fans are being treated like second-class citizens".
A spokesperson added: "For a Supporters Trust to engage lawyers is always a last resort, but enough is enough."
The FA Cup fourth qualifying round match between Anstey Nomads and Chesterfield will be shown on the BBC.
The match, which kicks off at 12:30 BST on Saturday, 15 October, will be live on BBC iPlayer and the BBC Sport website and app.
Anstey are in the ninth tier of English football and have already won five ties to reach this round.
Chesterfield, who were FA Cup semi-finalists in 1997, are currently fourth in the National League, the fifth tier.

Non-league Salisbury have sacked manager Steve Claridge after seven years in charge.
The Wiltshire club are fifth in the seventh-tier Southern League Premier South with six wins and four defeats this season.
"With the club no longer involved in either the FA Cup or the FA Trophy it is important to look to the longer term," Salisbury said in a statement.
"The appointment of a new manager to lead the club forward is essential."
Former BBC Sport pundit Claridge led Salisbury to a 4-2 win over Tiverton Town in midweek to push them into the Southern League play-off places.
The 56-year-old former Birmingham City, Leicester City and Portsmouth striker has been involved with the Whites as a director and manager since they were resurrected in 2014.

"Steve will rightly always have a place in Salisbury FC's history."
Royal Mail has announced plans to cut 10,000 jobs by next August, blaming ongoing strike action and rising losses at the business.
The postal company said it will begin notifying workers of its plan, which includes up to 6,000 redundancies.
Apart from the redundancies, the firm will cut roles through natural attrition, for example by not replacing workers who leave.
Royal Mail also said it expects its full-year losses to hit £350m.
It said this included "the direct impact of eight days of industrial action" as well as lower volumes of parcels being posted.
But the firm warned that losses could reach as much as £450m "if customers move volume away for longer periods" following strike action.

Since she was a child, Renata Rojas has longed to see the wreck of the famous ocean liner which sank on its maiden voyage in 1912.
