Fully agree that football needs reform, but you're missing the point with your suggestion.
The magic of the FA Cup is that lower league and non-league amateurs get the chance to play against the very best teams in the country in a one-off game. Your suggestion will turn the FA Cup and the League Cup into two more paint pot trophies.
When the government sort the country's problems out, they can come in, until then stop trying to get cheap support by doing this stupid report

LIW - I would expect the government to ensure a fair and balanced environment in which my business can operate.
We don't have that in football currently. A few bully-boy clubs have total control, killing off the youth systems of smaller clubs and preventing the development of young players. We have unsustainable wage levels, outrageous ticket prices and collective debt of league clubs now greater than £3.5 billion. 11 more league clubs have gone into administration since Leeds. Premier league are a law unto themselves. Complete lack of discipline with the way players and managers treat referees.
Unfortunately we need some sort of regulatory body to oversee what goes on. At the moment the game is controlled by a few who are looking after their own interests. What reforms do you think we should do? Or do you think everything is fine in the game?

None League teams will still have their glory too.
Either way, something needs doing.
Luvr, but the Prem teams broke away from the Football league twenty years ago. They did this to create a more marketable elite package and so they could minimize the TV money that trickles down to the smaller clubs. So they could decide their own rules without Football league interference.
