Haven't really been following what's been going on at Barca recently (surprisingly enough).

Does '..we cannot reverse the way the club is managed in the face of important challenges in the future, especially in the post-pandemic era...' indicate the club won't, or will, be spending big money in forthcoming transfer windows, or is this not really anything to do with that?

They can't spend money and will probably have to sell. Barca have a huge wage bill and are more dependant on match day income than many clubs. Obviously sponsors are not going to be giving the money when their logos are not in display. Barca don't have a Kroenke who can a loss for a season.

The UK has recorded its worst daily fatality rate yet during the coronavirus crisis, a higher number in a single day than any experienced by Italy or Spain.

A record 980 people were announced to have died in UK hospitals in the preceding 24 hours, taking the total to 8,958.

'In hospitals...'

BBC

The football season in England should only resume once all players have been tested for coronavirus, says the chief executive of the League Managers' Association (LMA).

But Richard Bevan told BBC Sport "tests must be made available first" to NHS workers and patients.

"Once that's happened, by all means let's access it in sport," he added.

At the very minimum.

They should also have to include coaching staff, backroom staff, club doctors, all hospitality staff, drivers, broadcasting crews, reporters...

So when are they going to have availability of enough testing kits to be able to do this then?

Gov has the kits. Just lack the infrastructure around it that football has with private healthcare. For example all clubs at the top level have doctors and physios as employees who can carry out the tests. Private labs already saying they can do 100k tests a day by the time football will be ready to go behind close doors. Possibly June/July.
