I know Celtic adopt a football at all times mentality for there younger boys

Completely agree
I run an under 7's football team and they play matches though as it is "non competitive" there is no league but the boys still want to win the games and are clever enough to work out where they would probably be in the league.
The reason it's non competitive is so you don't breed a team of 'losers'. Winning is not important at this age. Parents want to win, coaches should want nothing more than steady progress.

What you are saying is spot on in theory
I have to manage the parents more than the kids and the kids progress well by enjoying it but like it or not. the kids want to win that in itself is competitive.
We played recently and we were gaining the upper hand against a team who rated themselves highly. Their keepers father said " next time he comes through snap his phakkin' legs aff". Why didn't the parent say come off your line, narrow the angle and keep low? Phaq da parents pal!
