I don't think it was their smartest move and could've even potentially added an extra £5m to us budging on them. Unless Suarez kicks up a massive fuss, I'll be shocked if he joins Arsenal for under £50m.

JWH should do the negotiations, walk in wearing a t-shirt with Suarez picture on it and £70m underneath, then sit there saying nothing, holding a pen and a contract until wenger leaves or coughs up.
I find this absolutely hilarious, his clause was over forty million, why would Arsenal offer anything more than they had to?
It's just good business sense. If you should be mad at anyone then you should be mad at Luis and his agent for probably leaking the clause to Arsenal in the first place.

They have to pay more to get Suarez, so instead of offering £1 over just to get to talk to him, why not offer an actual amount that might be accepted?

There's no point offering £50/60/70 million and having Liverpool accept only to find out Suarez doesn't want to come. Two months ago Suarez was saying he wanted to leave the country completely.
By offering £1 over his clause you get to find out if he does indeed want to come, you put a rival in a difficult position and in turn you make a tricky decision much, much worse.
To me Arsenal have played a master stroke at upsetting one of their rivals. Whether they want him or actually end up signing him is another matter entirely.
Liverpool are lucky they offered the extra quid, if I were Arsenal I'd have offered a penny over what was needed.

Anyway the smart bit is allowing the player to talk to the other club, which makes any loyalty clause null and void.
If they agree terms with the player and the buying club and the player both want the move to go ahead, Liverpool have set the price.
Rodgers is on record as saying a similar price to Cavani is required.
If arsenal can't offer the amount necessary then Suarez stays. However with the amount of traction the deal will have at that stage, Arsenal will have to offer that amount to get it done.
Lfc still hold the principal card which is Suarez's plays registration. the transfer of which isn't dependant on any value of bid received.

They haven't unsettled us though Petrescu.
Suarez did that himself with his comments back in the summer and with bite-gate.
Arsenal's interest hasn't unsettled it any more than it was already. It was always going to be a summer of will he-won't he.
All Arsenal have done is given themselves the chance to sell themselves to him.
They will still have to come up with the cash, for both his fee and wages, and I would bet the price will be higher for them than it would be Real Madrid.
If Suarez is genuinely interested in moving to Arsenal, I would hope LFC would tell Arsenal and him that the price is £60m. £50m for Suarez, and £10m on top for the fact they are a rival, and Suarez claiming he wasn't happy in England.
If that upsets him more I couldn't care less, we pay his wages, nobody else.
Arsenal wanted Higuain as well. They're just incapable of negotiating transfers.
