I think he's saying we've not officially given up on signing him, but it's likely that anyone we do sign before the end of the window will probably not be Fabregas. Sadly.
I would read this as that he is very certain of signing at least one player.

When Moyes got the job he said he was informed of how the squad could be improved. I think it goes further than that and the club had a list of targets already drawn up and that list is what Woodward is working through now. Moyes comments suggests he doesnt know where Woodward is at with the deals.
We were petty open about the first twos bids so why would we now go quiet if bidding again?
